Summary:  To provide courteous, efficient and effective service during the collection of fees for vehicle registration, motor vehicle titling, parking permits, real estate taxes, tangible personal property taxes, sales tax, vessel registration and titling, hunting and fishing licenses and permitting, driver license, birth certificates, business tax receipts, concealed weapons applications and passports. 

Education and Experience:

  • Requires a High School diploma.
  • Previous experience working with the public.
  • Ability to navigate multiple computer systems and functions simultaneously.
  • Must be of good character and capable of being bonded and becoming a Notary Public.
  • Must have knowledge of basic procedures and principles of mathematics, business English and general office duties.
  • Capable of handling cash, checks and credit card transactions in a cashier service function.

Specific Duties:

  • Responsible for balancing till, making sure that all monies collected balance against work processed.
  • Reviews proof of ownership and insurance documents; issues proper license plate and collects proper fees for first time vehicle registrations and renewals.
  • Processes initial parking permit applications and renewals, including collection of fees and inputs updated information into the computer.
  • Assists public in completion of application for transfer of vehicle ownership, reviews Florida title, confirms proof of Florida insurance, collects proper fees and issues license plate.
  • Assists public in completion of out of state transfer of title, inspects serial number of motor vehicle, collects proper fees, and reviews proof of ownership and insurance documents and issues license plate.
  • Answers phones, if necessary, and attends to general public at the counter, providing service information or referring inquiries to appropriate department.
  • Attends to the needs and / or requests of the public courteously, pleasantly and in a timely manner, both in person, on the phone and by email.
  • Stays abreast of policy and procedural updates from regulatory agencies.
  • Reviews proof of residency, issues hunting / fishing licenses and permits, and collects appropriate fees.
  • Opens mail, receives payments and inputs same into computer.
  • Verifies information on current vessel registration, new registrations, issues decal and collects proper fees.
  • Reviews vessel title documents, issues decal and registration and collects necessary fees and taxes is applicable, inputs updated information into the computer.
  • Assists applicant in preparing new business and business renewals, collects proper fees according to classification of business, enters application and or updated information into computer, and issues proper Business Tax Receipt.
  • Reviews real estate and tangible personal property tax bills for correct information, collects stated amount of funds.
  • Issues Driver License and Identification Cards according to Florida laws.
  • Assists in maintaining all physical areas of the department assigned in a neat, clean, efficient manner.
  • Works in any office assigned by performing the duties of a Customer Service Agent.
  • Follows guidelines to maintain and accurately prepare in a timely manner, any daily, weekly or monthly reports assigned by supervisor.

Personal Skills:

  • Pay attention to details as required in a basic understanding of office procedures, with an ability to handle a variety of tasks at one time and ability to set proper priorities.
  • Be organized and capable of following through to completion on assigned task and objectives.
  • Ability to type, use office machines and computer keyboard and software.
  • Ability to respond to a variety of questions from the public regarding tax and fee obligations.
  • Skill in handling irate customers as required.
  • Dependable, trustworthy and honest.
  • Discipline to maintain complete confidentiality of sensitive and restricted information and avoid gossip.
  • Possess a good self-image, pleasant demeanor, and be neat and appropriately dressed at all times.
  • Have respect for other employees and ability to gain their respect.
  • Willingness to expand own personal knowledge and professional skills.
  • Positive outlook on the tasks of this job as it relates to serving the public by the Office of the Tax Collector.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job, but not necessarily inclusive of all activities. 

  • Physical activities:  stand, walk, sit, stoop, kneel, and use hands and fingers to handle, or feel, reach with hands and arms, lift up to 25 pounds, talk and hear, and be able to ride in vehicles as a passenger with customers to conduct physical driving tests through a test course.
  • Vision  requirements: close vision (clear vision at 20 inches or less), ability to adjust focus (ability to adjust the eyes to bring an object into sharp focus)

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Ability to work in a climate controlled environment with a moderate noise level typical of normal business office with computers, printers and light to heavy foot traffic.
  • Employees may be subject to outdoor weather, such as rain and cold, while conducting VIN verifications and conducting physical driving tests. 

Terms of Employment:

  • Florida Driver License: All employees in this position must possess a valid, Florida driver license in order to conduct driving tests.
  • Hours: It is understood that regularly scheduled office hours will be kept by all personnel. Attendance is an essential function and requirement of employment.
  • Work Schedule: The Customer Service Agent in a Full Time position will work a scheduled 40-hour work week exclusive of lunch hours. A Customer Service Agent in a Part Time position will work no more than 30 hours per week.
  • All employees are compensated according to an established salary schedule. Performance will be measured to evaluate achievement and allow for annual salary percentage or step increases. It is understood that regularly scheduled office hours will be kept by all personnel.
  • All employees may be assigned to any Okaloosa County Tax Collector’s Office.
